The CE mark is important, but the warning slogans on the outer packaging of toy products are equally important

On May 3, 1988, the Commission of the European Communities issued a directive 88/378/EEC to make basic requirements for the description of toy safety, clearly stipulating that toy products in Europe must be accompanied by appropriate clear warning signs to reduce the use of toys. Potentially dangerous.
At the same time, the manufacturer or its authorized representative or the European Community importer should affix its name, trademark, mark, address and other detailed information on the toy or its outer packaging in a conspicuous, easy-to-read, easy-to-understand, and difficult to erase manner. At the same time, the CE mark is affixed as a statement inferring that its products meet the basic safety requirements of the above directives.
01 Not applicable to toys used by children under 36 months of age
Taking into account the function, size, characteristics, performance or other convincing reasons of the toy, it is obvious that the toy is not suitable for children under 3 years of age. Toys that are not intended for children under 3 years of age but may be dangerous to children under 3 years of age should be accompanied by warning signs.
Such as: "Not suitable for children under 36 months" or "Not suitable for children under three years"
("Not suitable for children under 36 months" or "Not suitable for children under 3 years old")
A brief description is also attached, pointing out the specific hazards that require this restriction. (The word "warning" should be placed at the beginning of the sentence)
▲ The age warning at the product sales office should be clear and easy to understand;
▲ The age warning sign should appear either on the toy itself or on the retail packaging;
▲ The description of the specific hazard can appear on the single-page leaflet or instruction for use;
▲ The age warning sign can be replaced by the symbol given in EN71-6.
02 latex balloon
The packaging of latex balloons should be affixed with the following warning:
"Warning! Children under eight years can choke or suffocate on uninflated or broken balloons. Adult supervision required. Keep uninflated balloons from children. Discard broken balloons at once. "
("Warning! Uninflated or burst balloons may cause choking or burrowing hazard to children under eight years old. Adult supervision is required. Keep uninflated balloons away from children. Bursted balloons should be discarded immediately.")
The packaging of natural latex balloons should specify "Made of natural rubber latex" ("made of natural rubber")
03 Water toys
The following warnings should be affixed to water toys and their packaging:
"Warning! Only to be used in water in which the child is within its depth and under supervision."
("Warning! Use only in water with a water depth lower than the height of the child and under supervision.")
Note: The warning label on the toy should not be erased, and the color should be in sharp contrast with the main body of the toy. The height of the letter should be 3mm or more and the mark on the inflatable toy should be 100mm or less from one of the inflatable valves. The advertisements or drawings should not indicate or imply that such toys are safe to use without supervision.
04 Functional toys
Functional toys or their packaging should be affixed with the following warning signs:
"Warning! To be used under the direct supervision of an adult."
("Warning! Use under the direct supervision of an adult.")
In addition, sellers also need to pay attention to the instructions for attaching toy operating instructions to such functional toys, as well as the precautions taken by users. At the same time, it warns that if these precautions are not taken, the potential dangers of this type of product will be produced to the user.
05 Dangerous functional sharp edges/tips
For toys that contain functional sharp edges or sharp ports with a certain degree of danger, consumers should be reminded of the potential hazards of such sharp edges and points on the packaging and instructions for use attached to the toy when appropriate.
06 Projectile toys
Toys containing projectiles should be accompanied by instructions for use, reminding attention to the dangers of using projectiles that are not provided or recommended by the manufacturer. Toys that can launch projectiles and have a kinetic energy exceeding 0.08J should be affixed with the following warning signs:
"Warning! Do not aim at eyes or face."
("Warning! Don't shoot into the eyes or face.")
07 Imitation protective mask and helmet toys
For imitation masks and helmet toys (such as motorcycle helmets, industrial helmets and firefighter helmets), sellers should also affix the following warning signs on their outer packaging:
"Warning! This is a toy. Does not provide protection."
("Warning! This is a toy and does not provide protection")
08 Toy Kite
Toy kites and other flying toys with a rope connecting toys and children longer than 2m should be affixed with the following warning signs:
"Warning! Do not use near overhead power lines or during thunderstorms."
("Warning! Do not use near high-altitude power lines or under thunderstorms.")
09 Roller skates, inline skates and toy skateboards
Roller skates, inline skates and skateboards sold as toys to children should be affixed with the following warning signs:
"Warning! Protective equipment should be worn.. Not for children with a body weight of more than20 kg."
("Warning! Protective devices should be worn. Not suitable for children weighing more than 20kg.")
At the same time, for this type of toy, the seller also needs to remind users to use the toy carefully in the instructions for use, because it requires higher skills. To prevent the user or a third party from being injured by a fall or collision, the recommended protective device (helmet, hand/wrist protective sleeve, knee pad, elbow pad, etc.) should be pointed out.
10 Toys used across cradles, cribs or strollers
Toys that straddle the toy across the cradle, crib or stroller through accessories such as wire, rope or elastic rope should be affixed with the following warning signs:
"Warning! To prevent possible injury by entanglement, remove this toy when the child begins to push up on hands and knees. "
("Warning! To prevent entanglement injuries, remove the toys when the baby starts to stand up on his hands and knees.")
11 Liquid-filled baby teethers
The following instructions should be attached to the liquid-filled teether:
"Cool only in a domestic refrigerator, do not place in the freezer compartment."

12 Gunpowder cap specially designed for use in toys
The packaging of the gunpowder cap should be affixed with the following warning signs:
"Warning! Do not fire indoors or near eyes and ears. Do not carry caps loose in a pocket."
("Warning! Do not launch indoors or near your eyes and ears, and do not carry loose gunpowder caps in your pockets.")
13 Acoustic toys
Toys or packaging that produce high pulse life should be affixed with the following warning signs:
"Warning! Do not use close to the ear! Misuse may cause damage to hearing."
("Warning! Do not use near your ears! Misuse may cause hearing damage.")
Toys using gunpowder caps should add the following warning signs:
"Do not fire indoors!"
("Don't launch indoors!")
14 toy bicycle
Toy bicycles should be affixed with the following warning signs:
"Warning! A protective helmet should be worn when cycling! "
("Warning! Wear a protective helmet when riding a bicycle!")
In addition, the instructions for use should remind that bicycles are not suitable for use on public roads. And parents or guardians should ensure that children receive proper guidance in the use of toy bicycles, especially in the safe use of brake systems.
15 Toys for carrying children's weight
Toys that are not suitable for use by children over 36 months due to their structure, strength, design or other factors should be affixed with warning signs:
"Warning! Not to be used by children over 36 months."
("Warning! Do not let children over 36 months old use it.")
At the same time, when sellers sell such toys, they need to attach a brief description at the same time, pointing out the specific reasons for the need for such restrictions (such as insufficient strength). When products are sold, their age warning signs should be clear and easy to understand.
16 Toys containing monofilament fibers
Toys with monofilament fibers that have a straight length of more than 50mm and are connected to the fabric base surface should be affixed with the following marks:
"Caution! Not suitable for children under 10. months due to long hair. "
"Attention! It is not suitable for children under 10 months due to long hair."
17 small ball toys
The provisions of EN71 clauses do not apply to toys used by children under 36 months. If the toy is not intended for use by children under 36 months, but may be dangerous to the ball or the toy containing the ball, its packaging should have a warning mark:
"Warning! Not suitable for children under 3 years because of small ball (s)"
("Warning: Due to the presence of small balls, it is not suitable for children under 3 years of age").
18 toy scooter
Toy scooters only for children weighing less than 20kg should be marked: "20kg max" ("Maximum 20kg")
Toy scooters only for children weighing less than 50kg should be marked: "50kg max" ("Maximum 50kg")
In addition, if the toy has an outer packaging or instructions for use, the following warning signs should be attached:
"Warning. Protective equipment should be worn."
(Warning: Wear protective equipment.)
"Not for children with a body weight of more than 20kg (or, as appropriate, "of more than 50 kg")
(Not applicable to children weighing more than 20kg (or the corresponding children over 50kg)
Since toy scooter driving requires high skills, there should be warnings in the instruction manual to remind you to use it carefully to prevent yourself or a third party from being injured by a fall or collision.
Toy warning label
When exporting toys to Europe, in addition to the basic warning slogans, sellers also need to clearly identify the applicable age range of the product on the product itself, the outer packaging and the instruction manual, so as to reduce the potential dangers caused by different age groups in the use of toys. .
Toy CE label
On the other hand, according to EN71 regulations, toys sold on the market must carry the CE mark. The CE marking must comply with the general principles set out in Article 30 of Regulation (EC) No. 765/2008. The CE mark must be clearly visible, legible and permanently affixed to the toy, label or packaging. For small toys and toys consisting of small parts, the CE mark can be affixed to the label or attached leaflet. If there are no special regulations stipulating specific dimensions, the CE mark must be at least 5 mm high.
Once the EU customs or market surveillance agencies conduct random inspections and their toy products lack the corresponding warning signs, they will all be recalled from the market. If the personal safety of consumers is caused by the lack of warning signs, they may have to bear a more serious impact.
