Since June 1, 2021, brake lining products for automobiles that have not obtained the compulsory product certification certificate and are not marked with the compulsory certification mark shall not be allowed to leave the factory, sell, import or use in other business activities.
On April 20, 2020, the State Administration for Market Regulation issued the "Announcement on the Implementation Requirements for the Conversion of Automobile Brake Lining Products from Production License to Compulsory Product Certification Management" (2020 No. 19). In accordance with the requirements of the "State Council Decision on Adjusting the Catalogue of Industrial Product Production License Management and Strengthening Interim and Ex-post Supervision" (Guo Fa [2019] No. 19), the State Administration of Market Supervision has transferred the production license to compulsory certification for automotive brake lining products ( CCC certification) management.
The announcement made it clear that starting from June 1, 2020, brake linings for automobiles will be included in the scope of CCC certification management, and all designated certification agencies have begun to accept certification entrustment; each province, autonomous region, municipality directly under the Central Government and Xinjiang Production and Construction Corps Market Supervision Bureau (departments, committees) Stop accepting relevant production license applications, and terminate administrative licensing procedures that have been accepted in accordance with the law.

The announcement pointed out that before June 1, 2021, brake lining products for automobiles produced by domestic enterprises should be delivered, sold or used in other business activities with a valid production license or CCC certification. For companies that have obtained production licenses, if the above products do not continue to be produced after June 1, 2021 (inclusive), they do not need to apply for CCC certification; otherwise, they should submit certification commissions as soon as possible and before June 1, 2021 Obtained CCC certification.
For certification entrustment submitted by a company with a valid production license, the designated certification body shall recognize the corresponding review and test results, formulate relevant conversion plans (including differential test items, supplementary factory inspections, etc.) and implement them. For products that meet the certification requirements Renew the CCC certification, and at the same time report the list of certified companies to the provincial market supervision department where the company is located. In principle, the certification and testing costs incurred in the process of certificate conversion shall be borne by the finances.
The provincial market supervision departments shall promptly go through the formalities for cancellation of production licenses in accordance with the notification of the certification body and the expiration of production licenses. On June 1, 2021, the State Administration of Market Supervision and the provincial market supervision departments cancelled all unconverted valid production licenses.
