Designated certification bodies for compulsory product certification:
In order to implement the "Notice of the General Office of the State Council on Printing and Distributing the Nationally Deepening the Reform of "Decentralization, Management and Service" and Optimizing the Business Environment, the Key Task Division of the Video and Telephone Conference" (Guobanfa [2020] No. 43), "Further integration of over-divided certification units "No need to declare for changes that do not involve product safety", reduce the number of compulsory product certification (CCC certification) certificates, streamline the change procedures, and reduce certification time and costs. 1. Integrate certification units and merge certification certificates
Institutions should comprehensively sort out the unit division of the product areas involved, modify and improve the implementation rules for certification, and further integrate certification units on the basis of risk control.
In line with the principle of voluntariness of the certification principal (certificate holder), the CCC certificates are merged. In principle, a certification body only issues one certification certificate for products in the same certification unit, and only one certification certificate for the same product with multiple functions and uses in the CCC certification catalog. 2. Streamline change procedures and optimize service quality
Institutions should streamline and optimize existing change procedures, and there is no need to declare changes that do not affect product safety.
Make more reasonable and optimized procedural arrangements for changes that affect product safety, simplify change requirements (for example, use production enterprise classification management, enterprise self-declaration, etc.), and provide enterprises with more convenient and efficient change services.
3. Develop an implementation plan to ensure effective work
All agencies should attach great importance to them, combine their own practical experience and risk management and control capabilities, quickly formulate implementation plans, earnestly implement them, and report relevant implementation status and work results to our committee before June 15. 4.2.5 When the application for obtaining a CB Test Certificate includes more than one factory location, the Applicant shall include a declaration from the Manufacturer stating that the sample(s) submitted for evaluation is (are) representative of the products from each factory.
A statement shall be included in the CB Test Report confirming Manufacturer’s declaration or where differences exist; they shall be identified in the CB Test Report.
Note: The statement may be the Manufacturer’s declaration
The name and address of each factory shall be reported in the CB Test Report (where applicable for the relevant TRF) and on the CB Test Certificate.
