What is RoHS?
RoHS is a mandatory standard established by EU legislation. Its full name is "Restriction of Hazardous Substances" (Restriction of Hazardous Substances). The standard has been officially implemented on July 1, 2006, and is mainly used to standardize the material and process standards of electronic and electrical products, making it more conducive to human health and environmental protection.
What is the national RoHS certification?
The national promotion of RoHS is a unified management of hazardous substances in electrical and electronic products implemented in China. It aims to control and reduce environmental pollution caused by electrical and electronic products after they are discarded, promote clean production and comprehensive utilization of resources in the electrical and electronic industry, encourage green consumption, and protect Environment and human health.
On May 16, 2019, the State Administration for Market Regulation and the Ministry of Industry and Information Technology issued an announcement on the "Implementation Arrangements for the Conformity Assessment System for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products". For the products in the Catalogue for the Restricted Use of Hazardous Substances in Electrical and Electronic Products (First Batch), the national voluntary certification or self-declaration method shall be selected to complete the conformity assessment of the restricted use of hazardous substances in the products.

What are the qualified products?
The 12 categories of electrical and electronic products in the "Management Catalogue for Restricted Use of Hazardous Substances in Electrical and Electronic Products (First Batch)" (Ministry of Industry and Information Technology, 2018 No. 15): refrigerators; air conditioners; washing machines; electric water heaters; printers; Copiers; fax machines; televisions; monitors; microcomputers; mobile communication handsets; telephones.

What are the requirements for the use of the national RoHS logo?
Electrical and electronic products within the scope of the "Administrative Measures for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products" shall be labeled with "green labels" and "orange labels" based on the presence of ROHS hazardous substances.
The 12 categories of electrical and electronic products in the "Management Catalogue for Restricted Use of Hazardous Substances in Electrical and Electronic Products (First Batch)" (Ministry of Industry and Information Technology, 2018 No. 15) adopt the national voluntary certification product use pattern 1 as the conformity assessment mark . The self-declared products use pattern two as the conformity assessment mark.
For the relevant label usage requirements, please refer to the "Administrative Measures on the Use of Green Product Labels" issued by the State Administration for Market Regulation.
If it is found that the product does not meet the national RoHS management requirements, where should I complain?
According to Article 19 of the "Administrative Measures for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products", the units and individuals that violate the requirements of the "Administrative Measures" will be transferred and/or responsibilities of the commerce, customs, market supervision and other departments Penalties shall be imposed in accordance with the law within the scope.
According to the supervision and management regulations in Article 5 of the "Implementation Arrangements for the Conformity Assessment System for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products":
(1) Market supervision departments at all levels, industry and information management departments, together with relevant departments, shall supervise and administer the restrictions on the use of hazardous substances, conformity assessment activities and results of electrical and electronic products in accordance with the law and their respective functions and responsibilities, and announce the results of supervision and inspection in a timely manner.
(2) The State Administration of Market Supervision, in conjunction with the Ministry of Industry and Information Technology, accepts reports of violations of this arrangement by the parties to the conformity assessment in accordance with their respective responsibilities, and conducts investigations and handling in accordance with the law.
(3) For violations of national voluntary certification and self-declaration activities, penalties shall be imposed in accordance with laws and regulations, and information related to enterprise administrative punishment shall be disclosed to the society through the national enterprise credit information publicity system and public service platform in accordance with the law.
