When applying for CCC certification for the whole machine, which parts must be certified by CCC and cannot be tested with the whole machine? Which parts can be tested with the whole machine according to the component standard without CCC certification? Which parts don't need anything?

For example, a motor produced by Shenzhen A Company in the same group is supplied to Hefei Company B in the same group to produce an electric fan. Does this motor have to make a CCC self-declaration?

2. Case analysis
According to the announcement, catalogue, technical expert group resolution of CNCA on CCC certification and the certification body's "Technical Requirements for Recognition of CB Report/Certificate in CCC Certification" and other documents, the above issues can be explained in the following figure.

The parts and components in the CCC catalog are not sold in China, and no CCC is required, only the test report of the whole machine is required according to the standard of parts and components.
Parts and components in the CCC catalog are sold in China and must be certified by CCC (type test + factory inspection + post-certification supervision), and cannot be tested with the whole machine.

General principles:
The key components in the CCC catalog + sales in China = CCC certification (type test + factory inspection + post-certification supervision, or self-declaration), you can't just test with the whole machine.

The key components in the CCC catalog + no sales in China = the B report can be obtained by testing the whole machine according to the component standard, no CCC certification is required.

Situation 1 New application for CCC of the whole machine:
Domestic CCC parts factory + domestic complete machine factory = CCC certification is required (type test + factory inspection + supervision after certification)

Foreign CCC parts factory + domestic complete machine factory = CCC certification is required (type test + factory inspection + supervision after certification)

Domestic CCC parts factory + foreign complete machine factory = no CCC certification, must report with the whole machine test parts

Foreign CCC parts factory + foreign complete machine factory = no CCC certification, must report with the whole machine test parts

Special case:
Different branches of the same group or the whole machine factory produce CCC parts and supply themselves, do not sell to outsiders = report with the whole machine test parts, do not need CCC certification.

For example, in the situation described in the question, if the client submits the "Declaration" to the certification body, the motor only needs to be accompanied by the test report of the whole machine and does not require CCC certification. The content of the declaration should include:
1. Motors are self-produced and self-supplied, not for sale.
2. The relationship between Shenzhen Company A and Hefei Company B.

Parts "producer (also known as manufacturer) A + production enterprise (also known as production plant) B" are supplied to the complete machine "producer (also known as manufacturer) A + production enterprise (also known as production plant) A" , but the manufacturer A entrusts the production plant B to process it, and it is not considered to be sold.

Case 2 Use CB to apply for CCC of the whole machine:
There are certified foreign components such as VDE, TUV, SGS, etc. that are coordinated with IEC standards, and CCC certification is not required. Exception: "If the complete machine manufacturer is located in mainland China, the key components in the CCC catalog used in the complete machine must be certified by CCC".
