Recently, the European Commission published a legislative proposal (Initiative) on its official website, proposing to add tetrabromobisphenol A (TBBP-A) and medium-chain chlorinated paraffins (MCCPs) to the EU RoHS restricted substances list.
At present, the draft bill has not been released, and the relevant public consultation has not yet been opened. It is expected that the European Commission will make a final decision in the fourth quarter of 2022.
Background review
As early as March 2021, Oeko-Institut e.V. has released the Pack 15 final assessment report, which includes 7 substances including Tetrabromobisphenol A (TBBP-A) and Medium Chain Chlorinated Paraffins (MCCPs). An evaluation was carried out and the final recommendation was to include tetrabromobisphenol A (TBBP-A) and medium-chain chlorinated paraffins (MCCPs) in the list of restricted substances in Annex II of RoHS due to the presence of these two substances on workers, consumers and the environment Risk of significant exposure to hazards. The common uses of the substance and the recommended limits in the assessment report at that time are as follows:
serial number
substance
Recommended limits
common use
1
Medium Chain Chlorinated Paraffins MCCPs (C14-17) EC: 287-477-0CAS: 85535-85-9
In a homogeneous material, the concentration of MCCPs shall not exceed 0.1% (by weight)
Plasticizers and flame retardants in PVC materials; flame retardants in rubber and polymers such as polyurethane, polysulfide, acrylic, and butyl sealants
2
Tetrabromobisphenol ATBBP-AEC: 201-236-9CAS: 79-94-7
In homogeneous materials, the addition amount shall not exceed 0.1% (by weight); exempted for reactive TBBP-A in FR4 printed circuit boards.
As a reactive flame retardant, it is used as a precursor for the production of brominated epoxy resin printed circuit boards; it is also used as a flame retardant additive for thermoplastic components, such as ABS plastic housings
CTI Recommendations
The EU RoHS Directive has a great influence in the world at present. The EU RoHS Directive is included in the RoHS regulations in many regions of the world. The revision of the EU RoHS Directive will have a great impact on the electrical and electronic industry. Relevant enterprises need to focus on Pay attention to and continue to track the revision of the EU RoHS Directive, keep up with the development of the RoHS Directive, and take countermeasures in advance in international trade.
