South African LOA certification background
The South African International Bureau of Standards (SABS) is a subsidiary body of the South African Ministry of Industry and Trade, responsible for system certification and product certification in South Africa, as well as representing the country in managing mandatory regulatory standards. SABS grants the right to use marks and issues certificates of conformity for products that meet the standards.

In July 2008, the South African national government announced the Compulsory Norms Implementation Act (referred to as Act 5 of 2008), which was enforced in September 2008. As a result, NRCS became an independent institution, taking over the national regulations of SABS, representing the South African Ministry of Industry and Trade to oversee the implementation of national mandatory regulations. Under the control of NRCS, all electrical products and accessories that are included in mandatory regulations, whether exported or sold in the South African market, must apply to NRCS for a Letter of Authority as a customs clearance and sales pass.

Applicable product range
Electronic and electrical products listed in mandatory regulations fall into the following five categories:
1) Household and similar use products;
2) Information technology products;
3) Electronic entertainment equipment;
4) Handheld electric tools;

5) Wire and cable.



Testing standards
The South African plug LOA project allows South Africa to accept CNAS reports and apply for relevant LOA certification. The relevant South African plug and socket testing standards are as follows:

Test items
The main safety standards for plugs and sockets are: SANS 60884-1/IEC 60884-1: Plugs and Sockets for Household and Similar Purposes - Part 1: General Requirements.

The test items are shown in Table 1:



LOA certification process and materials
1) Company registration: Manufacturers or importers must complete NRCS registration, and non South African companies must apply through agents in South Africa
2) Submit application materials:
a. LOA Application Form
b. A qualified test report issued by an accredited laboratory (IEC standard, with all South African differences added), and if necessary, NRCS may request the applicant to provide samples to confirm the validity of the report.
3) NRCS audit evaluation materials
4) LOA cycle: 10 working days
5) The validity period of the LOA authorization letter is 3 years, and a new application is required after the expiration. There is no need for factory audit, annual supervision and random inspection, or audit.
