Global RoHS Regulatory Developments

The implementation of the Restriction of Hazardous Substances RoHS regulations aims to reduce the harmful effects of harmful chemical substances (such as heavy metals, flame retardants, etc.) in electrical and electronic products on humans and the natural environment, while improving the possibility of recycling waste materials and related economic benefits, reducing Adverse health effects to workers working at waste recycling sites.
Countries/regions that have implemented RoHS control regulations include:
1. EU/EEA
2. Eurasian Economic Union: Russia, Belarus, Armenia, Kazakhstan, Kyrgyzstan
3. Ukraine, Turkey, United Arab Emirates, Serbia, China, Singapore, Japan, South Korea, India
4. Vietnam, California and New Jersey
Countries that are about to implement RoHS regulations:
1. Saudi Arabia - From July this year, it will be mandatory for different products in phases.
2. Other countries in the GSO Gulf Cooperation Council: Bahrain, Oman, Qatar, Kuwait
3. Brazil
The EU first implemented the RoHS directive in 2006, and has been updated many times during this period. The latest version of the directive is 2011/65/EU.
Now, the European Commission has launched a public consultation on the directive, hoping to seek some possible changes to improve this important piece of legislation through a wide-ranging consultation with stakeholders. Consultation sponsors are looking for specific insights from stakeholders on several options for change. These change options include:
1. Publish informal guidelines as annexes to directives
2. Replacing the Directive with a regulation that is uniformly referenced by a member state
3. Completely repeal the RoHS directive and integrate key clauses into the current EU REACH regulation
